The 71st Session of United Nations General Assembly has already started. Nawaz Shareef, Prime of Pakistan has reached New York to address the session where prime showdown between two Arch Rivals Pakistan and India is expected obviously on the Kashmir issue particularly. Prime Minister Nawaz Shareef looks fully prepared to take up the atrocities of Indian government in occupied Kashmir where the world has witnessed that in the last 71 days after the death of Burhan Muzafar Wani, over 100 people have been killed, the number of injured ones with pellet fires have reached in thousands, curfew is enforced in the valley, no communication network is in place, electronic and print media got restricted, but yet Modi’s government is not willing to normalize the situation in valley. Whereas Indian side in UN General Assembly will counter their position by raising a non issue, that is none other than Balochistan.
That’s not all from the Indian side, it would be more than Balochistan, India’s Doval Doctrine is already in work, before PM Nawaz Sharif reached New York we saw on Sunday morning that all the news television screens being filled with a breaking news that 17 Indian soldiers were killed and 19 others were injured in a militant attack in Uri in Indian Occupied Kashmir. As per Indian media reports, four suspects attacked the military brigade and were also killed in the encounter, but militants were able to penetrate deep into Indian brigade headquarter at Uri that made headlines as a worst attack in the valley in recent years.
The militant attack, just two days before PM Nawaz Shareef’s speech in UN General Assembly, is an attempt by India itself to suppress the peaceful movement in Indian Occupied Kashmir. The fact is the independence movement of Kashmir has got on the nerves of Indian administration and Modi’s men completely failed to manage it even after 71 days of curfew, killings and pellet fires. However, this deteriorating situation in Indian Occupied Kashmir has forced Modi’s Government to further enforce, the already in-process Doval Doctrine on urgent basis. Doval Doctrine suggested by Ajit Doval, National Security Advisor in 2010 meant “Don’t overreact, don’t give in, don’t follow appeasement, the crisis will pass off” and in short, it may also be quoted as “Defensive Defense, not Defensive Offence”.
The Indian plan is to divert the international focus from the Occupied Kashmir, their brutality in handling the freedom movement, and the way forward is to bring opponents in the defensive position by creating such an environment that instead of highlighting India, they have to defend themselves. In the Uri attack on Indian Brigade Headquarter, India blamed Pakistan without wasting a single moment, even though detailed and thorough investigations need time, but Indian government officials including Home Minister Rajnath Singh straight away blamed Pakistan as the terrorist state. The purpose is to achieve ultimate goal and that is to divert attention from Kashmir and putting Pakistan’s Prime Minister into an awkward situation in UN General Assembly so that the world could take a different perspective, the Indian perspective, created by India, which is not a narrative shaped from their atrocities in the Occupied Kashmir.
In Pakistan, security and civil administration clearly understands the situation and the response is firm. Initially DG Military Operations responded strongly to India’s allegations as unfounded and premature and clarified that infiltration from Pakistani soil is not possible due to tight security arrangements which were in place all across the LoC (Line of Control). Similarly, Sartaj Aziz, Foreign Policy Chief also declared Indian allegations as the baseless and called it a move to divert attention from Kashmir issue. Whereas, in today’s Corps Commander Conference General Raheel Sharif, COAS said that Armed Forces of Pakistan are fully prepared to respond to entire spectrum of direct and indirect threats and taking the note of hostile narrative being propagated by India.
The ultimate goal under Doval Doctrine is to prove Pakistan a state sponsoring terrorism and wants to isolate it. The plan has been in progress for the last many years. After the Uri attack, Indian Home Minister Rajnath Singh cancelled his trip to Russia and US, where he was going to build a case against Pakistan for spreading cross-border terrorism and it’s direct involvement in Kashmir unrest. Earlier, Indian Prime Minister Narendra Modi also raised the issue of Pakistan’s sponsored terrorism at G-20 and BRICS meetings to isolate Pakistan in International community.
After the death of Burhan Muzafar Wani, India has exposed all of its cards to divert attention from Kashmir. Initially it was Brahmdagh Bughti who spoke in favor of Narendra Modi and Indian government, later on Altaf Hussain tried a failed conspiracy against the state of Pakistan, finally before Uri attacks, Modi government announced a Balochi language radio station and offered citizenship to Baloch leaders. The purpose is same, to highlight Pakistan and divert focus from Kashmir, but each failure led to further conspiracy from Indian intelligence agencies and finally we have seen Uri Attack.
Furthermore, Pakistan’s successful policies to highlight Indian atrocities at international forum also worked out to bring India under the criticism of International Human Rights Organizations. Last month, Prime Minister Nawaz Shareef appointed 22 special envoys to highlight the atrocities of Indian Forces in Kashmir which also harmed the India’s Kashmir motives. Additionally Pakistan’s efforts also worked out in a positive manner that is why India looks reluctant to respond back to the request by the United Nations Human Rights Chief to assess the deteriorating situation in Indian Occupied Kashmir. On India’s failed response, Zeid Ra’ad Zeid, Chief of UN Commission on Human Rights said that he requested India and Pakistan two months ago to invite his office teams to visit both sides of LoC (Line of Control) but India didn’t respond. He quoted that an independent impartial mission is needed to assess and determine the claims of both sides. In contrast Pakistan has extended full support to UN to visit Azad Kashmir and LoC on Pakistan’s side but India’s reluctance clearly shows its terror face.
India seems to have failed to control the situation in Occupied Kashmir. Every day we can witness a fresh campaign of peaceful protests in the valley which ultimately becomes a threat to Modi government. 71 days curfew and use of pellet fires now alarm the world and international community. The only way forward India thinks under the Doval Doctrine is to bring Pakistan under limelight, whereas it forgets that the movement in IOK is created by their long term policies against the people of valley. The Uri attack was just an effort to suppress the peaceful efforts of Kashmiri people and to suppress Pakistan’s voice in support of innocent Kashmiri people.
However, at the moment, Pakistan needs to focus its diplomatic efforts to counter India’s campaign against Pakistan at every possible international forum, and we have to send a word out to the world that this is not for the first time India moved against Pakistan. It’s an effort to suppress the peaceful efforts of Kashmiri people for their own basic rights. Furthermore, there is an urgent need to reduce deficiencies in our Foreign Office to speed up the diplomatic efforts, first by appointing a full time Foreign Minister with one or more junior ministers who can then move around the world to give a loud shout to all the important foreign ministers to expose India’s motives against Pakistan and its atrocities against innocent people of Kashmir.
